The event will focus on the implementation of the UNESCO 2019 Recommendation on Open Educational Resources (OER), which is the only global normative instrument in the field of technology in education. It supports the creation, use, and adaptation of inclusive and quality OER through five areas of action: building the capacity of stakeholders; developing supportive policies for OER; encouraging inclusive and equitable quality OER; nurturing the creation of OER models and international cooperation.This regional Consultation in Asia and the Pacific will provide an opportunity to engage in a dialogue with the main stakeholders of the OER Recommendation and to provide information, expertise, and guidance on the implementation and monitoring of the recommendation.
It will bring together governmental stakeholders, in particular National Commissions for UNESCO, Ministries responsible for Education and/or Ministries responsible for Communication and Information, educational institutions, as well as civil society representatives.
The overall objectives of this initiative are to:
- Raise awareness of ongoing activities in the region on the implementation of the OER Recommendation by different stakeholders.
- Provide an overview of the draft Policy Guidelines to support the implementation of the OER Recommendation, with a view to ensuring inputs from stakeholders.
- Provide an overview of the draft Capacity Building Guidelines to support the implementation of the OER Recommendation, with a view to ensuring inputs from stakeholders.
A Circular Letter (CL/4398) inviting Member States to report on the 2019 OER Recommendation by 31 January 2022 has been sent Director-General. Member States are encouraged to organize the necessary consultations within and outside the concerned ministries and institutions, including with professional associations, civil society and private sector partners and National Commissions for UNESCO.
The guidelines for the preparation of first monitoring of the implementation of the UNESCO OER Recommendation include the questionnaire that will be used by Member States to report on the implementation of the UNESCO OER Recommendation in the 2022-2023 period.
The Secretariat will subsequently prepare a synthesis report covering the period from November 2019 to 2023. The first synthesis report will be considered by the Executive Board at its 217th session in autumn 2023 and then by the General Conference at its 42nd session.

UNESCO Almaty supported the "The music library of the CIS project and the conference attended by library and information specialists from Musical Universities of Kazakhstan, Kyrgyzstan, Belarus, Russia, Tajikistan and Ukraine. The Librarians signed the Memorandum based on the Paris Declaration on Open Educational Resources (OER), helping to librarians in sharing and dissemination of creative commons musical publications.
