Sixth Central Asia Sub-regional Network Meeting on the Safeguarding of Intangible Cultural Heritage

The Sixth Central Asia Sub-regional Network Meeting on the Safeguarding of Intangible Cultural Heritage took place from 28 April to 1 May in Seoul and Jeonju, Republic of Korea and will concentrate on identifying issues and building cooperative networks on intangible cultural heritage (ICH) safeguarding in Central Asia and evaluating and setting the direction of the cooperative project.

At the current Meeting, the working group was scheduled to review the outcomes of the three-year project (2011-2014) and discuss measures on using the outcomes. One of the top priorities of the Sixth Central Asia Sub-regional Network Meeting on the Safeguarding of ICH is establishing the plan for the next three-year (2015-2018) project. Furthermore, ICHCAP plans to discuss the possibility of the countries to participate in the “Producing and ICH Video Documentation” project for raising awareness on ICH.

Participants to the Sixth Central Asian sub-regional meeting on the Safeguarding of the Intangible Cultural Heritage were representatives of the States Parties to the 2003 Convention in the Central Asian region: Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, and Mongolia, staff-members of the UNESCO Almaty Cluster Office, Tashkent Office and of the International Institute for Central Asian Studies (IICAS), representatives from organizations related to ICH and Central Asia in Korea: National Intangible Heritage Center, National Research Institute of Cultural Heritage, Institute of Asian Cultural Development, and the Korea Cultural Heritage Foundation and ICH experts in the Republic of Korea.

The Meeting was organized by the International Information and Networking Centre for Intangible Cultural Heritage in the Asia-Pacific Region under the auspices of UNESCO (ICHCAP) in cooperation with UNESCO Cluster Almaty Office, UNESCO Tashkent Office and the International Institute for Central Asian Studies (IICAS).

Central Asia is well-known for its distinctive and abundant intangible cultural heritage (ICH). However, social changes mainly caused by urbanization and modernization have also brought great challenges in safeguarding ICH in the region. With this in mind, a sub-regional meeting is currently being organized with the aims of sharing information regarding the current situation of ICH safeguarding and of building cooperative networks among Member States of the region and the International Information and Networking Centre for Intangible Cultural Heritage in the Asia-Pacific Region under the auspices of UNESCO (ICHCAP).

Since 2010, ICHCAP and four Central Asian countries—Uzbekistan, Tajikistan, Kyrgyzstan, and Kazakhstan—have been holding annual sub-regional network meetings, and Turkmenistan participated in the fifth meeting in 2014. Mongolia also has participated in as an observer since 2013.

2010 - First Central Asian sub-regional meeting (March 22-23, Tashkent, Uzbekistan)

2011 - Second Central Asian sub-regional meeting (July 28-29, 2011, Dushanbe, Tajikistan)

2012 - Third Central Asian sub-regional meeting (23-24 May 2012, Bishkek, Kyrgyzstan)

2013 - Fourth Central Asian sub-regional meeting (22-23 May 2013, Astana, Kazakhstan)

2014 - Fifth Central Asian sub-regional meeting (11-13 September 2014, Tashkent, Uzbekistan)

By 2014, the national committee for project implementation was established, the questionnaire for ICH onsite survey was elaborated and the information on ICH through onsite surveys was collected in each country, ICH database system is being operated and the website was created, draft-booklets on ICH lists in each country were prepared to publish as the results of the implemented first three-year project.

Following the meeting in Tashkent, in November 2014 ICHCAP and the International Institute for Central Asian Studies (IICAS) signed a contract for creating an integrated website on ICH in Central Asia and publishing a symposium report on oral traditions and epics (September 2014, Uzbekistan).
