Overview of the Functions:
The UNESCO Almaty Office's Education unit works to support the Member States in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan in their ability to deliver quality education in their countries. Special attention is dedicated to education policy analysis/dialogue and capacity development to implement the Sustainable Development Goal 4, especially its targets related to lifelong learning, non-formal education, education for sustainable development and global citizenship, and ICT in education.

The incumbent will play an important role in supporting the Education Unit in delivery and implementation of UNESCO's Education programme.

Under the overall authority of Director and direct supervision of the Education Programme Specialist, the incumbent will:

  • Provide administrative and financial management support, in liaison with the Administrative Unit preparing cost estimates, draft contracts, procurement of services and payment requests in accordance with UNESCO's administrative and financial rules and regulations.
  • Process contracts in UNESCO's computerized administrative and financial system DUO; monitor the budget status of activities implemented with funding from the Regular Budget and extra-budgetary contributions.
  • Provide a full range of routine services in accordance with UNESCO Almaty and HQ standard office procedures, including handling in-coming and out-going correspondences, drafting letters, memoranda and reports; keeping records of all correspondence and other documents relating to the Education unit.
  • Assist in preparing missions, including preparing travel requests, requesting security clearances and supporting documents for approval of Office Director, booking tickets and hotel and processing travel orders in the computerized travel management tool in DUO and travel rules and regulations.
  • Provide with organizational support in preparing, assisting during and following-up on national, regional and international seminars, workshops, and training, including searching and selecting venues, coordinating with contracted organizers (hotels, or event organizers), and preparing necessary information regarding event organization for participants.
  • Assist in the compilation, consolidation, and preparation of reports, papers, concept notes, invitations, PPTs, and other materials, by conducting research and providing initial drafts and language editing.
  • Assist with communication and information management activities, including preparing news, website and social media items.
  • Assist in liaising with diverse partners involved in various projects and activities, including from UNESCO, the government, international agencies, private sector and civil society to implement the Education programme activities.
  • Contribute to the implementation of other education programme tasks, as required.

Required Qualifications

  • A University degree in the field of education, business administration, or other relevant fields.
  • A minimum of 3 years of experience in project administration and financial management, preferably related to the education sector.
  • Familiarity with UN system or administrative operation of UN agencies would be desirable.


  • Good organizational, coordination and interpersonal skills.
  • Solid written and oral communication skills, including an ability to prepare and present information concisely.
  • Proven conceptual, analytical and problem-solving skills.
  • Ability to collect evidence, synthesize and analyze information or data from various sources.
  • Ability to work in a team and to maintain effective working relationships in a multicultural environment.
  • Strong IT skills.


  • Excellent knowledge (written and spoken) of English and Russian.
  • Knowledge of Kazakh, Kyrgyz, Tajik or Uzbek language would be an advantage.
